When Hairspray is made available for high school production, will the role of Tracy's mother have to be cast cross gender?

Nope--in general, a man or a woman can play Edna, since nothing in the script requires that a man play the role.

I know the part can be played by either a man or a woman but, traditionally, the role has been played by a man. I think it's a fantastic part for a larger sized guy to play. I'd love doing the part myself.

i saw that some theatres have already the rights to do hairspray, do you know how is possible since is restricted? 

And ps i think a man playing that role is awesome!

What does make a Professional organization? 

I think to really capture the heart of the production you should cast a man.  But probably not if you live in Texas.  That might not fly.

There are many ways to be classified as a professional organization. One is that they primarily  work with the unions, and  pay their actors and living wage. The theatres also typically have higher royalties. Many community theatre groups would like to consider themselves professional by the quality of their work, and probably rightly so, but it is a lot more involved then that.
